Major and Captain receive it sometime around June to July, Very late May if we are lucky, and Lt.Colonel and up receive it mid May.

The Drill Camp for Major and Captain tiers will be weeks after the initial release, not months. I would expect it in June. Possibly the last few days of May, but most likely June. ;)
