Joining server LAG

When I join a game, the screen does a quick flicker and then in game I only get MAX 10 fps like the gpu isn't working. Alt tabbing doesn't help, I'm currently on latest geforce drivers and I also reinstalled them to test it out. I reinstalled the game, deleted the save games folder etc..

Any ideas?

So here is what I'm getting. Again once I click join server, 3-4 seconds later a quick flicker of the screen, then I can see my gpu core speed reduce as well as the gpu usage, then I load into the game experiencing this (https://www.youtube.com/watch?v=Nk1_okfMlT8).
