Screen Tearing Issues

I've been dealing with very bad screen tearing for a while so I searched the forum and created the autoexec.cfg file and added the vsync command. It worked for maybe 15 minutes but the issue is back again. Is this a known issue? Will this setting ever be added to the in-game menu?

I get a lot of "jerky" motion. Especially during a melee. It was said that the more players on a server the worse it is due to FPS drop or something..

Does enabling triple buffering help?
