Obscure Frock Coat Shoulder Insignia Question

I don't have the slightest idea what this is on his shoulder. It looks like a modern Lieutenant's insignia appearing on the shoulder or upper sleeve of this Frock Coat. Perhaps it was a mount for an insignia which was stolen postmortem? I don't think it's the inside of the collar. Any ideas?
