GPortal server won't start

I have a server with 20 slots. Are only 150-slot servers allowed now? If so, I need to cancel this so that I'm not paying for it.

I have a 150 man server, I have had the report from my XO that it just keeps restarting. I have no way to verify though because I cannot start War of Rights. All of this began after the last patch.
